CHAPTER 413.

AN ACT PROVIDING FOR THE PAYMENT OF THE OBLIGA- Passed Oct. 2. TIONS OF THE STATE IN GOLD.

It is enacted by the General Assembly as follows:

SECTION 1. The interest and principal of all notes or bonds of this state are payable, and when due, shall be paid in gold coin of the United States of the present standard of weight and fineness, or its equivalent. SEC. 2. This act shall take effect immediately.

CHAPTER 414.

AN ACT TO PROVIDE FOR THE PLACING OF THE NAMES OF Passed Oct. 2, CERTAIN CANDIDATES UPON THE OFFICIAL BALLOTS.

It is enacted by the General Assembly as follows:

SECTION 1. The secretary of state is hereby directed to cause to be placed upon the official ballot the names of the persons nominated by the state convention of the so-called National Democratic party for electors of president and vice-president of the United States, to be voted for on the first Tuesday of November, A. D. 1896, and to cause the names of said candi

dates to be designated on said official ballot by the words "National Democratic," and to cause to be added to said political appellation the names of the candidates of said National Democratic party for president and vice-president of the United States, to wit: for president, John M. Palmer of Illinois, for vice-president, Simon B. Buckner of Kentucky. The names of said candidates for electors shall be certified by the president and secretary or clerk of said convention in the manner provided by section 15 of Chapter 11 of the General Laws.

SEC. 2. This act shall take effect upon its passage.

CHAPTER 415.

AN ACT TO COMPLETE THE BREACHWAY AT GREAT SALT
POND, NEW SHOREHAM.

It is enacted by the General Assembly as follows:

SECTION 1. The sum of fifteen thousand dollars is hereby appropriated for the purpose of completing the breachway or channel into Great Salt Pond, New Shoreham; to be expended by and under the direction of the town council of New Shoreham, and a committee appointed by and under the authority of section three of Chapter 1289 of the Public Laws; and the state auditor is hereby authorized to draw his orders from time to time upon the general treasurer for such portion thereof as, upon receipt by him of properly authenticated vouchers approved by the governor, appears to have been expended.

SEC. 2. This act shall take effect on and after its passage.

CHAPTER 416.

AN ACT IN RELATION TO INSURANCE BROKERS.

It is enacted by the General Assembly as follows:

SECTION 1. Whoever, for compensation, acts or aids in any manner in negotiating contracts of insurance or reinsurance or placing risks or effecting insurance or reinsurance for a person other than himself, and not being the appointed agent or officer of the company in which such insurance or reinsurance is effected, shall be deemed an insurance broker, and no person shall act as such broker save as provided in this section.

SEC. 5. Any person who shall assume to act as an insurance agent or insurance broker, without license therefor, as herein provided, or who shall act in any manner in the negotiation or transaction of unlawful insurance with a foreign insurance company not admitted to do business in this state, or who as principal or agent shall violate any provision of this act, shall be punished by fine not less than one hundred nor more than five hundred dollars for each offence.

CHAPTER 417.

AN ACT ESTABLISHING A HOSPITAL CORPS TO BE AT-
TACHED TO THE BRIGADE R. I. M.

It is enacted by the General Assembly as follows :

SECTION 1. In addition to the organizations comprising the active militia, there shall be allowed a hos pital corps, which shall be attached to the brigade.

SEC. 2. The hospital corps shall consist of a captain, one first lieutenant, and one second lieutenant, who shall be members of one of the chartered state medical societies, two hospital stewards, and not to exceed forty-five privates who shall be enlisted for this purpose. They shall be uniformed and equipped as the commander-in-chief shall direct, and shall receive the same pay as officers and men of the cavalry.

SEC. 3. When ordered out upon state duty, there shall at no time be allowed pay for an excess of two officers, two hospital stewards, and a number of privates to exceed two per cent. of the number of enlisted men in the brigade.

SEC. 4. The system of instruction of the hospital corps shall be prescribed and directed by the medical director of the brigade, with the approval of the surgeon general.

SEC. 5. This act shall take effect immediately, and all acts and parts of acts inconsistent herewith are hereby repealed.

CHAPTER 418.

SECTION 1. The board of state house commissioners Board of state and the state board of education are hereby authorized and empowered to set off or convey to the city of Providence for highway purposes so much of the state land as may be necessary, in their opinion, to straighten and widen Smith and Francis streets, whenever the city of Providence shall accept the same, for purposes aforesaid, upon such terms and conditions as said boards may determine to be advisable.

SECTION 1. Section 5 of Chapter 63 of the General Laws is hereby amended so as to read as follows: "SEC. 5. The trustees of the normal school may pay to each pupil who shall reside within the state and not within five miles of said school, who shall have been duly admitted thereto, and who shall have attended the regular sessions of said school and complied with the regulations thereof during the term
