A bill to authorize the boards of supervisors of the several counties in this State to borrow money, and issue bonds therefor, for the purchase of land to be used for the purpose of holding thereon fairs and exhibitions of an agricultural character;

With the following amendment thereto :

By inserting at the end of section 1 the following proviso:

"Provided, That before the board of supervisors shall be authorized to borrow money for the purposes in this act provided, the question shall first be submitted to a vote of the electors of the county at a general or special election called for that purpose, and a majority of the electors voting on such proposition shall have voted in favor thereof. Notice of the submission of such proposition to a vote of the electors and in case a special election is called, notice of the calling of such special election shall be given in the same manner and for the same length of time as now prescribed by law, and the manner of stating the

question upon the ballots shall be prescribed by the resolution of the board of supervisors."

Recommend that the amendment be concurred in, and that when so amended the bill pass.

Senate bill No. 269 (file No. 251), entitled

A bill to amend the title and sections 2, 4, 5, 18, 20, 21 and 28 of an act, entitled "An act to provide for the incorporation of cities and for changing their boundaries," approved June 2, 1909, being Act No. 279 of the public Acts of 1909;

With the following amendments thereto :

1. By striking out of line 2 of section 2 the words "herein otherwise provided" and inserting in lieu thereof the words "otherwise provided by law."

2. By adding to Subdivision "b" of section 2 the words "provided that cities now incorporated as fourth class cities may while so incorporated incur indebtedness up to the limits contained in the act of incorporation."

3. By inserting a new section to stand as section 19 and to stand in lieu of section 19 of the original act and to read as follows:

"Sec. 19. The legislative body of the municipality shall provide for the election of said charter commission at the next general election to be held in said municipality, if there shall be a general election within sixty days after such legislative body or the electors of said municipality shall have declared for such general revision in the manner provided in this preceding section, and if there shall be no such general election within said sixty days, then said legislative body shall within ten days after such declaration, call a special election for the selection of such charter commission to be held within sixty days and shall fix in advance of the election of such charter commission the place of its meeting, the compensation of its members, and provide the money for the expense thereof and if need be, provide the ballots for election."

4. By striking out all of line 11 of section 20 after the word "electors" and all of the following lines to and including the word "ballot" in line 23.

5. By striking out all of line 8 of section 21 after the word "Thereon" and all of the following lines to and including the word "rejected" in line 14.

6. By inserting a new section to be numbered section 25 and to stand in lieu of section 25 of the original act and to read as follows:

"Sec. 25. The initiatory petitions herein referred to shall be signed at the regular registration or election places at a regular registration or election under the supervision of the officials thereof, who shall verify the genuineness of the signatures and certify the fact that the signers are registered electors of the city or village and shall be filed with the city or village clerk. No person shall be deemed to be an elector under the provisions of this section except male electors whose names shall appear upon the registration books in such city or village. 7. By striking out all of section 28 of the bill so as to leave section 28 of the original act unchanged.

8. By inserting in line 99 of section 4 after the word "elective" the words "and appointive."

Recommend that the amendments be concurred in, and that when so amended the bill pass.

A bill to provide for employing the convicts in the State Reformatory at Ionia, the State Prison in Jackson and the State House of Correction and Branch of the State Prison in the Upper Peninsula at Marquette, upon the public roads and highways within any county in the State of Michigan;

With the following amendments thereto :

1. By striking out of line 4 of section 1 the word "warden" and inserting in lieu thereof the words "board of control."

2. By striking out of line 7 of section 1 the first word "shall" and inserting in lieu thereof the word "may."

3. By striking out of line 7 of section 1 the word "his" and inserting in lieu thereof the word "their."

4. By striking out of line 22 of section 1 the words "The expense of furnishing guards if any" and inserting in lieu thereof the words "Said convicts thus employed upon the public roads and highways shall be under the care and custody of such officer or officers as the warden of the prison or reformatory from which they are detailed shall designate and the expense of guarding if guards."

5. By striking out of line 6 of section 3 the words "or said superintendent."

Recommend that the amendments be concurred in, and that when so amended the bill pass.
