STATEMENT OF THE PROGRESS OF RIVER AND HARBOR IMPROVEMENTS IN THE STATE OF RHODE ISLAND IN THE NEWPORT, R. I., ENGINEER DISTRICT, UNDER THE CHARGE OF MAJOR GEO. W. GOETHALS, CORPS OF ENGINEERS, U. S. A., FOR THE PERIOD FROM CLOSE OF FISCAL YEAR, JUNE 30, 1901, TO CLOSE OF CALENDAR YEAR, DECEMBER 31, 1901.

Improvement of Providence River and Narragansett Bay, R. I.—The work of dredging the channel 400 feet wide and 25 feet deep through the Western Passage was continued, and 486,620 cubic yards of sand and mud were removed, making 1,167,514 cubic yards out of an estimated total of 2,036,491.

Great Salt Pond, Block Island, R. I.-About 4,000 tons of stone were placed on the south jetty at the entrance of the Salt Pond to strengthen and repair it.

REPORT.

To the Honorable the General Assembly of Rhode Island, etc.: The Board of Harbor Commissioners respectfully submits its twenty-seventh annual report.

APPOINTMENT TO THE BOARD.

Under the provision of Chapter 809 of the General Laws, passed January 29, 1901, making a change in the time of appointment of members of this board, His Excellency the Governor re-appointed Alfred W. Kenyon, of Richmond, whose term of service would have expired on the first of July, to serve as harbor commissioner for a further term of two years and seven months, or "until the first day of February in the third year after his appointment," to wit, February 1, 1905.

Mr. Henry C. Bradford, of Providence, who had been reappointed to the board for a term expiring February 1, 1904, died at his home on the first day of October. The following minute was placed upon the record book of the board: "The commissioners record their sincere regret at the removal by death of their faithful associate, Henry Carpenter Bradford, who was a useful member of this board for more than eighteen years."

His Excellency the Governor, on October 7, appointed Henry T. Root, of Providence, to be harbor commissioner, in the place made vacant by the death of Mr. Bradford, until the next session of the Senate, and on December 2 the Governor, with the advice and consent of the Senate, appointed Mr. Root for the unexpired term, or until February 1, 1904.
