The committee met at 10.30 o'clock a. m., Hon. Asbury F. Lever (chairman) presiding.

The CHAIRMAN. We will take up this morning the estimates for carrying out during the next fiscal year the purposes of the foodproduction act of August 10, 1917. The Department of Agriculture has furnished us a detailed description of the manner in which the funds are to be used, and, if you will turn to page 3 of this book of estimates, we will begin the hearing this morning. Mr. Harrison, of the Secretary's office, who is present, will take charge of the hearings and introduce such representatives of the department as may be prepared to discuss the various items. I hope, gentlemen, that we will follow the rule of keeping our questions right to the point, so that we can finish these hearings as soon as possible; I hope, some time this week.

Mr. HARRISON. Mr. Chairman and gentlemen, we transmitted the estimates in the usual way, through the Secretary of the Treasury to Congress. The provisions of the food-production act, as you know, extend throughout the period of the war, but the appropriations provided by section 8 expire on June 30. The phraseology of the bill making appropriations for the next fiscal year, as suggested by the department, is given on page 2 of the pamphlet before you.

Mr. ANDERSON. I would like to ask if it is the intention to make the residue of the agricultural appropriations available for next year?

Mr. HARRISON. No, sir; they will lapse, Mr. Anderson. I assume that the committee will want to discuss the items in the order in which they appear in this pamphlet. Dr. Mohler is here and will take up the Bureau of Animal Industry first.

STATEMENT OF DR. JOHN R. MOHLER, CHIEF OF THE BUREAU OF
ANIMAL INDUSTRY, UNITED STATES DEPARTMENT OF AGRI-
